A consumer denounced PROTRANSPORTE (today the ATU) for not allowing him to use the Metropolitan service because he did not have a smart card (to make the trips). ACS Solutions, the collection service was included in the complaint. INDECOPI declared the complaint against ACS SOLUTION inadmissible but declared that the ATU could not be considered a supplier since it is the one who administers the system. The Resolution is questionable because the ATU has specific functions such as providing information and being in charge of the complaints book.
